An important step in this direction has been the implementation of an upgraded situational room for the operational headquarters of the Command Center, which has become a key element in coordinating all actions aimed at preventing and mitigating emergencies. This facility houses digital services equipped with tools for forecasting, modeling, and analyzing potential technological and natural disasters, as well as assessing their consequences.
The foundation of the digital services of the Ministry of Emergency Situations (MES) is the Geographic Information System "GIS MES," which includes subsystems for monitoring and predicting various emergencies, such as fires, technological accidents, meteorological disasters, and oil spills. The system also utilizes digital safety passports for regions and interactive maps that display an atlas of natural and technological emergencies across the Republic of Kazakhstan, including historical data.
A crucial component of the system is the monitoring of mudflow situations. To achieve this, PTZ cameras are deployed in the mudflow-prone areas around the Turgen Lakes and the dam of the Talgar River, along with an automated monitoring system for glacial lakes using sensors and automated UAVs.
In the field of fire safety, video surveillance systems have been implemented, such as "Sergіk" cameras, as well as cameras for detecting fires in forest management areas. Currently, systems from GLPR "Ertіs Ormany," "Burabay," "Semey Ormany," RGP "Medeo," and other facilities across the country are connected.
In response to earthquakes, access to the GeoRAPTOR system has been established, which employs physical sensors in Almaty and surrounding regions to monitor seismic activity.
For prompt public notification, the MES is actively developing a domestic hardware-software complex that will enable the management of siren and voice systems throughout the country. Work is underway to create a mobile application that will allow users to determine their location, provide instructions for actions in emergency situations, and ensure feedback for individuals with disabilities.
A significant step in modernization is the construction of a unified radio network for operational interaction between the MES and other government bodies, such as the Ministry of Internal Affairs, the National Guard, the Committee for Criminal Enforcement, as well as with forest management entities and organizations like "Qarmet."
Additionally, as part of the digitalization efforts, work continues on digitizing safety passports. A subsystem for "Digital Safety Passport" and "Interactive Map" has already been introduced, which will significantly ease the work of territorial divisions in updating data and utilizing it in daily activities.
Currently, over 20,000 personal files of MES employees have been digitized, serving as a foundation for further automation of personnel management. The information system also facilitates automated report generation, enhancing the efficiency of personnel management, reducing bureaucracy, and alleviating the burden on the HR department.
The MES continues to work on integrating digital technologies, which will significantly improve the speed, efficiency, and accuracy of actions during emergencies, as well as enhance collaboration among all involved structures and agencies.
