In the explanatory note for the discussion, it is mentioned that in March 2023, a memorandum of understanding was signed between Kazakhstan and Tajikistan, which addressed intentions for electricity supplies generated by OJSC "Rogun HPP" from 2023 to 2032.

"The purpose of the memorandum is to supply electrical energy from the Republic of Tajikistan to the Republic of Kazakhstan during the period from May to September 2023-2032. The electricity supply is planned to be carried out through existing 500 kV power transmission lines transiting through the electrical networks of the Republic of Uzbekistan," it is stated in the explanatory note.

The project indicates that the duration of the contract may be 20 years from the date of entry into force, with a possibility of extension for an additional 10 years. It is planned that the scheduled electricity supply from OJSC "Rogun HPP" will occur exclusively during planned shortages in the North-South zone of Kazakhstan's unified energy system (UES).

In August, we reported that Kazakhstan's Minister of Energy, Almasadam Satkaliyev, held talks regarding energy cooperation with Tajikistan. At that time, it was reported that the parties agreed to explore the possibility of concluding contracts to regulate unscheduled electricity flows between the energy systems of neighboring countries.

It is worth noting that at the end of November, Almasadam Satkaliyev acknowledged that Kazakhstan has increased its electricity purchases. In his opinion, this is connected to the improvement in the population's standard of living.

According to information on the official website, Rogun HPP is a hydroelectric power station in Tajikistan on the Vakhsh River, which is part of the Vakhsh cascade, serving as its upper tier.

"Upon completion of the project, the Rogun HPP dam, standing at a height of 335 m, will become the tallest in the world, and the station will achieve a capacity of 3600 MW, making it the largest hydroelectric power station in Central Asia," it is stated on the website.
